Yes it does! It itself has an important role in mathematics; you can think of the number line as being incomplete (has a hole) if 0 isn’t included. We also attribute importance to 0 in more ways than one; for example, there’s a big difference between 0.1 and 0.01.
That being said, humans didn’t always consider 0 as a number with a value. I think Brahmagupta (Indian mathematician, 7th century) was the first to do this.
